In the 18th century, the bottoms of upper-class men consisted of knee-length jodhpurs that were fitted to the legs and stockings (high socks) that reached from the calf to the ankle. These jodhpurs were called culottes in French.
In contrast, the "commoners" of the time, such as artisans, small shopkeepers, and wage laborers, wore what we would call modern-day trousers that reached down to the ankles, and were called "sans culotte" in French, which means "people who don't wear culottes."
The sans-culottes, or "commoners," were the driving force behind the French Revolution of 1789. As the revolution succeeded, the mainstay of men's bottoms changed from jodhpurs and stockings to modern-day trousers.
The sans-culotte pants are inspired by the style of French commoners at the time and are made from chambray fabric (a linen blend) named after the town of Cambrai in France.
